Russian authorities have reportedly launched a terrorism related criminal investigation into Telegram founder and CEO Pavel Durov, according to state media outlets citing the Federal Security Service.
Officials claim Telegram has been used in more than 153,000 crimes since 2022, including over 33,000 cases involving sabotage, terrorism, and extremism. Russian media allege that Telegram ignored more than 150,000 requests from Roskomnadzor, the country’s media watchdog, to remove illegal content.
The reports also link Telegram to major incidents, including the March 2024 Crocus City Hall attack. Durov has not publicly responded to the latest allegations at the time of reporting.
The investigation follows months of increasing pressure on Telegram within Russia. Authorities restricted Telegram calling features in August 2025 and began slowing traffic significantly in February, with reported degradation of up to 55 percent in some regions.
Russian officials are simultaneously promoting MAX, a state backed messaging application positioned as a domestic alternative.
Durov, who left Russia in 2014 after refusing to hand over user data from his previous platform VK, has previously accused Russian authorities of restricting Telegram to force migration toward state controlled platforms.
